The Barbour County Board of Education met in regular session at 5:30 p.m. on Monday, February 12, 2007, at the Board of Education Office, 105 South Railroad Street, Philippi, West Virginia.
Patrick Jones, President, presided; Brian Kisamore, Greg Nestor, Jerry Phillips and Brad Robinson, Jr., Members, and Deede Lundeen, Secretary, were present. Also in attendance were: Jeff Kittle, Jack Reger, Glenn Sweet, Elaine Benson, Karen Boone, David Neff, Ira Mayle, Marjorie George, Kim Burnett, Ronda Jones, Carl Bolton, Flo Wilkins and Susan DeLong.
Mr. Jones called the meeting to order at 5:35. Boy Scout Trooper Ben Hart led the pledge to the flag.
A work session was held from 5:35 to 6:30 focusing on reading.
Mr. Kisamore made a motion to approve the minutes of the January 23 and January 29, 2007 board meetings. The motion was seconded by Mr. Robinson and passed five (5) to zero (0).
Steven Rempala, Director of Sales and Operations, addressed the board concerning Bus Tracks Transportation Management Software.
Superintendent’s Recommendations –
1. Recommendation: Approve payment of bills for the period of January 24, 2007 through February 6, 2007 at a total expenditure of $182,572.95.
2. Recommendation: Authorize the February 15, 2007 payroll for all regular and extended and special programs payroll and federal withholdings not to exceed the amount of $610,000.00 to be released in accordance with Federal Law.
3. Recommendation: Approve the final total of the January 28, 2007 net payroll and related taxes and withholdings in the amount of $764,894.20.
4. Recommendation: Approve/Confirm fund raising activity requests as submitted (all candy sales will be done outside school hours).

13. Recommendation: Approve Ronald McLean to transport vocational students to and from the Good Samaritan Center and Mansfield Place during the anticipated period of February 9 through May 3, 2007.
14. Recommendation: Approve Kenneth Jones to transport a special needs student from Belington Middle School to his residence as needed during school year 2006-2007.
15. Recommendation: Accept and approve resignations/retirements effective June 30, 2007.

16. Recommendation: Accept and approve the resignation of Jayne Kennedy, substitute cook, effective January 18, 2007.
17. Recommendation: Approve Rachel Domenico and Genia Marie Ware, students from Davis & Elkins College, as student teachers in Barbour County Schools.
18. Recommendation: Approve the employment of Terri Beth Taylor as a substitute nurse contingent upon clearance of criminal convictions as defined in WV Codes §18-5-15c(d) and §15-2-24(d).
19. Recommendation: Approve the purchase of the software package provided by Bus Tracks for the efficiency of Barbour County Schools’ transportation. The cost of this package is $17,164.00, which the transportation budget will incur.
A motion was made by Mr. Phillips and seconded by Mr. Robinson to approve consent agenda items 1 through 9 as recommended. After discussion, the motion passed five (5) to zero (0).
A motion was made by Mr. Robinson and seconded by Mr. Jones to approve agenda items 10 through 19 as recommended, with an amendment to recommendation 11. After discussion, recommendation 11 was amended to remove Joshua Carbaugh’s name for out-of-county attendance. The motion passed five (5) to zero (0).
The Board discussed and/or acted upon the following items:
A motion was made by Mr. Nestor, seconded by Mr. Kisamore and passed five (5) to zero (0) to approve the draft of deed.

A motion was made by Mr. Phillips, seconded by Mr. Nestor and passed five (5) to zero (0) to adjourn.
