The Barbour County Board of Education met in regular session at 5:30 p.m. on Thursday, December 3, 2007, at the Junior Elementary School, Junior, West Virginia.
Patrick Jones, President, presided; Brian Kisamore, Greg Nestor, Brad Robinson, Jr. and Jerry Phillips, Members, and Deede Lundeen, Secretary, were present. (Mr. Phillips left the meeting at 7:00 p.m.) Also in attendance were: Jeff Kittle, Glenn Sweet, Whitni Kines, Susan DeLong, Ronda Jones, Kelly Blake, Larry Allen, Cindy Hart, Mike Hart, Joey Bolyard, Marjorie George, Ira Mayle, Delores Bonnell, Charlinda Emigh, Reta Jean Nestor, Tonya Baker, Lynn Luvara, Agnes Murphy, Laura Shelton, Christie Allen, Connie Harshberger and Elaine Benson.
Mr. Jones called the meeting to order at 5:30 p.m. Mr. Nestor led the pledge to the flag.
A motion was made by Mr. Robinson, seconded by Mr. Phillips and passed five (5) to zero (0) to accept the addendum.
A work session was held from 5:35 p.m. to 6:20 p.m. with Junior Elementary School Local School Improvement Council, presenting information to the board.
The following delegations addressed the board:
Charlotte Maxwell – Barbour County Emergency Squad, requesting Barbour County Schools to donate property. The board thanked Ms. Maxwell for her presentation; the board declined her request at this time.
Larry Allen – Discussed the Office of Emergency Management land lease for building a new Office of Emergency Management head quarters.
Mr. Kisamore
made a motion to approve the minutes of the November 26, 2007 meeting. The motion was seconded by Mr. Nestor and
passed five (5) to zero (0).

2. Recommendation: Approve the final total of the November 28,
2007 net payroll and related taxes and withholdings in the amount of $583,462.43.
3. Recommendation: Approve payment of bills for the period of November
21, 2007 through November 28, 2007 at a total expenditure of $65,225.37.
4. Recommendation: Authorize the December 15, 2007 payroll for
all regular extended and special programs payroll and federal withholdings not
to exceed the amount of $655,000.00 to be released in accordance with Federal
Law.
5. Recommendation: Authorize the payment of utility bills due
before next board meeting not to exceed $20,000.00.
6. Recommendation: Approve/Confirm fund raising activity requests as submitted (all candy sales will be done outside school hours).
Belington Elementary (Faculty Senate) – projected revenue $300.00; (5th
Grade) - $1000.00, $1000.00, $1000.00; (Office) - $300.00
Philip Barbour (FBLA) – projected revenue $2500.00
Volga-Century Elementary (PTO) – projected revenue $150.00
7. Recommendation: Approve/Confirm
use of buildings and/or grounds.
Belington Middle on December 8, 2007 –
requested by Kim Suder for family Christmas party.
Philip Barbour High School on December 18,
2007 – requested by Steve Lee for Philippi Elementary School Christmas program.
8. Recommendation: Approve the bid submitted by Jeff Sickler for snow removal at all schools during school year
2007-2008. Note: This bid was the only one provided.
9. Recommendation: Approve the Child Nutrition program to write off the names and make adjustments/credits of students with outstanding lunch bills that should have been free or later changed to free.
10. Recommendation: Employ coaches for Math Field Day for the
period of November 2007 through February 10, 2008.
