Minutes

            The Barbour County Board of Education met in regular session at 5:30 p.m. on Monday, June 25, 2007, at the Board of Education Office, 105 South Railroad Street, Philippi, West Virginia.

 

Patrick Jones, President, presided; Brian Kisamore, Greg Nestor, Jerry Phillips and Brad Robinson, Jr., Members, and Deede Lundeen, Secretary, were present.  Also in attendance were:  Jack Reger, Elaine Benson, Flo Wilkins, James Poling, Marjorie George, Carl Bolton, Mike Hudnall, Jennifer Poling, Tammy Tallman, Stephanie Matheny, Cami Watkins and Charlene McLean.

 

            Mr. Jones called the meeting to order at 5:30 and led the pledge to the flag.

            A motion was made by Mr. Kisamore, seconded by Mr. Phillips and passed five (5) to zero (0) to accept the addendum.

 

            President Jones presented a review of the Board’s accomplishments and over the last year.

 

            Cami Bartlett addressed the Board concerning out-of-zone attendance requests.

            Clark Rogers presented information regarding the Flag Association.

            Mr. Nestor made a motion to approve the minutes of the June 11, 2007 meeting.  The motion was seconded by Mr. Robinson and passed five (5) to zero (0).

2.         Recommendation:  Approve the final total of the June 15, 2007 net payroll and related taxes and withholdings in the amount of $569,559.70.

 

3.         Recommendation:  Approve payment of bills for the period of June 12, 2007 through June 25, 2007 at a total expenditure of $329,348.78.

 

4.         Recommendation:  Authorize the June 28, 2007 payroll for all regular and extended and special programs payroll and federal withholdings not to exceed the amount of $610,000.00 to be released in accordance with Federal Law.

           

            Authorize the July and August payrolls for all regular and extended and special programs payroll and federal withholdings in accordance with state law not to exceed the amount of $2,232,000.00 to be released in accordance with Federal Law.

 

5.         Recommendation:  Approve the final total of the Gear-UP Summer enrichment field trip on June 15, 2007 in the amount of $4,841.00.

 

6.         Recommendation:  Approve First Service Insurance to provide student insurance for the 2007-2008 school year.

 

7.         Recommendation:  Approve/Confirm fund raising activity requests as submitted (all candy sales will be done outside school hours).

 

            Belington Elementary School (P.E. Dept.) – projected revenue $500.00

            Belington Middle School (Office) – projected revenue $428.00

            Philip Barbour High School (Band) – projected revenues $4,000.00, $1,000.00,

                              $1,000.00; (Baseball) – projected revenue $1,000.00

           

8.         Recommendation:  Approve /Confirm use of buildings and/or grounds.

9.         Recommendation:  Approve/Confirm curricular trips.

           

Philip Barbour High School (FFA) to Cedar Lakes, West Virginia on July 11 through July 14, 2007.

 

10.       Recommendation:  Award the semi-annual maintenance service on existing fire suppression systems, system inspections auxiliary tanks, fusible links and hood cleaning to J.T. Martin Fire & Safety for the 2007-2008 school year.

 

11.       Recommendation:  Award the bid to Ace Exterminator Inc. to provide IPM monitoring.

 

12.       Recommendation:  Award the bid to Eco Lab Inc. to provide Chemical Program Services.

 

13.       Recommendation:  Approve the mutual agreement with Jeff Kittle, Assistant Superintendent, effective July 1, 2007.

 

14.       Recommendation:  Employ/transfer and/or assign personnel for the 2007-2008 school year effective August 22, 2007.

27.       Recommendation:  Approve bus transportation from the 4-H Camp to the City Pool on July 17, 18, 19, 2007 – requested by Mt. Christian Youth Camp.

 

28.       Recommendation:  Approve bus transportation to Cowen, West Virginia on July 22, 2007 – requested by Philip Barbour Band.

 

29.       Recommendation:  Approve/Confirm requests for professional leave.

 

30.       Recommendation:  Rescind Policies I-25.1, Copyright Protected Computer Software; Policy I-25.2, Internet Acceptable Use; I-25.3, Technology

 

31.       Recommendation:  Revise Policy I-25, Technology, on first reading.

 

1.0       The Barbour County Board of Education supports the notion that to acquire 21st century skills, students and teachers must have access to technology tools and resources in order to access information, solve problems, communicate clearly, make informed decisions, acquire new knowledge, and construct products, reports and systems. The Board of Education also believes that teaching through the use of relevant real-world examples, applications and settings to frame academic content for students, enabling them to see the connection between their studies and the world in which they live is essential for the success of our students. Therefore, the Board of Education holds that students must be able to use technology to learn content and skills — so that they know how to learn, think critically, solve problems, use information, communicate, innovate and collaborate.

 

2.0              Purpose:

            The purpose of telecommunications technology in Barbour County Schools is to support research, communication, and education and to provide access to resources and opportunities for collaborative work.  The use of Barbour County computers and networks, including Internet access, must be in support of education and consistent with the educational objectives of the Barbour County Board of Education and the West Virginia Board of Education policies 2460 and 4373.  This access is being offered as part of a collaborative project involving the Barbour County Board of Education, the West Virginia Department of Education and the United States Department of Education.  This educational opportunity also entails a certain amount of responsibility.  It is important that employees, students, parents/guardians and other designated users read and understand this policy.  For a user to gain access to the Internet, an access release and authorization form (AUP), granting permission, must be signed, and returned to the school.

 

3.0       Acceptable/Unacceptable Use –

 

3.1       Must be in support of educational practices and research consistent with county and state policy.

3.2       Must be consistent with the rules appropriate to any network being used/accessed.

3.3       Unacceptable use of copyrighted material is prohibited.  Copies of software may not be made.  Software will not be given, loaned or sold to others unless it is clearly identified as shareware in the public domain or has the written permission of the copyright owner.  Purchased software must be used within the agreement of the license.

3.4       Creating or deliberately accessing threatening, violent, hateful, obscene or sexually explicit material is prohibited.
