The Barbour County Board of Education met in regular session at 5:30 p.m. on Monday, February 11, 2008, at the Philip Barbour High School, Philippi, West Virginia.
Patrick Jones, President, presided; Brian Kisamore, Greg Nestor and Jerry Phillips, Members, and Deede Lundeen, Secretary, were present. Brad Robinson, Jr., Member was absent. Also in attendance were: Susan DeLong, Flo Wilkins, James Poling, Tammy Tucker, Jana Miller, Whitni Kines, Elaine Benson, Jack Reger, Ed Lanham, Mark Lamb, Doug Row, Julie Scott, Robert Morgenstern, Derick Spencer, Wendy Phillips, Autumn Queen, Jeff Kittle, Regeania Murphy, Ruthie Bennett, Sandy Thorne, Dorothy Talbott, Deloris Lamber, Matthew Bright, Frank Caputo, Ira Mayle, Marjorie George, Sheryl Bolton, Tammy Hill and Glenn Sweet.
Mr. Jones called the meeting to order at 5:30 p.m. As a group the pledge to the flag was done.
A work session was held from 5:30 p.m. to 7:25 p.m. with Philip Barbour High School walkthrough and School Local School Improvement Council, presenting information to the board.
The following Delegations addressed the board:
Bob Morgenstern, AFT-WV concerning SB541 and Dental Plan.
Susan DeLong, WVEA concerning Dental Plan
Mr. Nestor made a motion to approve minutes of the January 28, 2008 and January 29, 2008 meetings. The motion was seconded by Mr. Phillips and passed four (4) to zero (0).

2. Recommendation: Approve the final total of the January 28,
2008 net payroll and related taxes and withholdings in the amount of $582,549.32.
3. Recommendation: Approve payment of bills for the period of January
24, 2008 through February 6, 2008 at a total expenditure of $121,718.14.
4. Recommendation: Authorize the February 15, 2008 payroll for
all regular extended and special programs payroll and federal withholdings not
to exceed the amount of $770,000.00 to be released in accordance with Federal
Law.
6. Recommendation: Authorize the payment of utility bills due
before next board meeting not to exceed $12,000.00.
7. Recommendation: Approve final total of utility bills in the
amount of $6,623.45.
8. Recommendation: Approve/Confirm fund raising activity requests as submitted (all candy sales will be done outside school hours)

9. Recommendation: Approve/Confirm
use of buildings and/or grounds.
Belington Middle School on every Sunday – requested by Jason Ward and
Gerald Furby for Basketball (men); on February 18-May
12, 2008 – requested by Katie Wolpert for physical
fitness, on Sunday mornings – requested by George David for All Star team
basketball practice.
Kasson School on March 16, 2008 – reqested by Buffie Brewer for
birthday party.
10. Recommendation: Approve bid and contract from Coastal Lumber Company to provide the service of clear cutting the designated area for the new communications tower.
11. Recommendation: Approve Barbour Bridges agreement (Local Early Childhood
Interagency Collaboration).
12. Recommendation: Approve Barbour County Universal Pre-Kindergarten Collaborative Plan.
13. Recommendation: Philip Barbour High School (media) – install universal wall
mount; install flat screen tv; install Ghent marker board cabinets.
14. Recommendation: Approve No Cause days for Kathleen Schoonover on March 17-19, 2008.
15. Recommendation: Accept resignation/retirement of Kathy Rose as Kindergarten Teacher at Kasson School effective June 30, 2008.
16. Recommendation: Accept resignation/retirement of Nancy Disbennett as Itinerant Counselor effective June 30, 2008.
17. Recommendation: Accept resignation of Cathy Werner as Substitute Cook.
18. Recommendation: Accept resignation of Melinda Werner as Substitute Cook.
19. Recommendation: Accept resignation/retirement of David
Everson as Science Teacher at Philip Barbour High School effective June 30,
2008.
20. Recommendation: Accept resignation of Kimberly Carder as Substitute Aide.
21. Recommendation: Employ Barbara Williams as substitute aide effective July 1, 2008.
22. Recommendation: Allow Jamie Wright-Green to visit Mt. Vernon Elementary, Belington Middle, Philip Barbour High School and the Central Office during her planning period and during non-school hours to gain field experience.
23. Recommendation: Rescind January 28, 2008 employment of
Kenneth Isner as Custodian/Sanitation Plant Engineer
Operator at Volga-Century Elementary School/Central Office.
24. Recommendation: Approve No Cause days for Kathleen Kratsas on February 27-29, 2008.
25. Recommendation: Approved extended family leave for Zhengrui He for the period
of March
10-21, 2008.
26. Recommendation: Approve the following students from Alderson
Broaddus College as student teachers in Barbour County Schools.

27. Recommendation: Revise Policy J-3, School District Attendance Areas, on second reading.
Change the first sentence in section 3.1 to read: South to and including Rock Run Road (904) and includes city limits of Belington.
Change the last sentence in section 3.1 to read: West on the Talbott Road (17) to the Randolph and Upshur County lines including county routes (19) and (17/2) as well as Trinity.
Change section
3.2 to read: Belington Middle
School – The attendance
areas defined for Belington and Junior Elementary Schools.
Change section 3.3 to read: Junior Elementary School – South of Rock Run Road (904), to the Randolph County line; including the Westside of Junior (52), both directions along the river, the towns of Junior, Weaver, Dartmoor and Tyview Area. From West Junior to the top of the hill near Trinity Church.
Change section 3.8 to read: Philippi Middle School – The attendance areas defined for Mount Vernon, Philippi, and Volga-Century Elementary Schools.

29. Recommendation: Approve/Confirm requests for professional leave.
A motion was made by Mr. Nestor and seconded by Mr. Kisamore to approve
agenda items 1 through 13 as recommended.
After discussion the motion passed four (4) to zero (0).
Mr. Kisamore made a motion to
adjourn into executive session at 7:45 p.m. to discuss Personnel/Legal
matters. The motion was seconded by Mr. Phillips
and passed four (4) to zero (0).
A motion was made by Mr. Kisamore, seconded
by Mr. Nestor and passed four (4) to zero (0) to return to open session at 8:15
p.m.
A motion was made by Mr.
Nestor and seconded by Mr. Phillips to approve agenda items 14 through 29. After discussion the motion passed four (4)
to zero (0).
The Board discussed
and/or acted upon the following items.

3. Cook Concerns.
4. Johnson Control Memo.
5. $3,000.00
payment for timber.
A motion was made by Mr. Kisamore
and seconded by Mr. Nestor to use $3,000.00 payment from timber clearing for
building or upgrading the Philip Barbour High School Athletic Complex. After discussion the motion passed four (4)
to zero (0).
Future board meetings and times were established as follows:
February 25, 2008 – Board of Education Office with a SB541 work session, 5:30 p.m.
March 10, 2008 – Board of Education Office.
March 31, 2008 – Board of Education Office with a work session of Updating the Mission Statement.
A motion was made by Mr. Nestor, seconded by Mr. Phillips and passed four (4) to zero (0) to adjourn.
The meeting adjourned at 8:45 p.m.
