Minutes

            The Barbour County Board of Education met in regular session at 5:30 p.m. on Monday, January 14, 2008, at the Belington Middle School, Belington, West Virginia.

Mr. Jones called the meeting to order at 5:30 p.m.  Mr. Phillips led the pledge to the flag.

 

A work session was held from 5:35 p.m. to 6:55 p.m. with Belington Middle School Local School Improvement Council, presenting information to the board.

 

The board recognized Belington Elementary School, Junior Elementary School, Kasson Elementary/Middle School, Mt. Vernon Elementary School and Volga-Century Elementary School as Title I Distinguished Schools.

 

A motion was made by Mr. Nestor, seconded by Mr. Phillips and passed five (5) to zero (0) to accept the addendum.

 

            Mr. Robinson made a motion to approve minutes of the December 17, 2007 meeting.  The motion was seconded by Mr. Phillips and passed five (5) to zero (0).

1.         Recommendation:  In compliance with Attendance Policy J-3, approve requests for out-of-zone attendance for school year 2007-2008 contingent upon compliance with pupil-teacher ratio.

3.         Recommendation:  Approve the final total of the December 15, 2007 net payroll and related taxes and withholdings in the amount of $540,630.01.

 

4.         Recommendation:  Approve the final total of the December 28, 2007 net payroll and related taxes and withholdings in the amount of $803,800.98.

 

5.         Recommendation:  Approve payment of bills for the period of December 13, 2007 through January 9, 2008 at a total expenditure of $327,629.52.

 

6.         Recommendation:  Authorize the January 15, 2008 payroll for all regular extended and special programs payroll and federal withholdings not to exceed the amount of $770,000.00 to be released in accordance with Federal Law. 

 

7.         Recommendation:  Authorize the payment of utility bills due before next board meeting not to exceed $12,000.00.

 

8.         Recommendation:  Approve final total of utility bills in the amount of $26,365.84.

 

9.         Recommendation:  Approve/Confirm fund raising activity requests as submitted (all candy sales will be done outside school hours)

Philippi Middle School on January 19, 2008 – requested by Nicholas Mayle for Hoop for Hope – Aids Awareness Fundraiser; on January 15, 2008 – requested by Matthew Bright for AFT Barbour County Meeting.

 

11.       Recommendation:  Approve proposed changes to the 2007-2008 school calendar.

 

                        Change March 21, June 5,6, 9, 2007 from OS days to instructional days

                        Change June 4, 2008 from an IS day to an instructional day

                        Change June 9, 2007 from  an instructional day ton and IS day

                        Change the 1st day of the 3rd nine weeks to January 22, 2008

 

12.       Recommendation:  Permit Bryson Taylor, to travel with Kasson Boys’ basketball team to serve as a scorekeeper/statistician.

 

13.       Recommendation:  Grant permission to the West Virginia Farm Bureau Foundation to conduct a poster contest in each of the 6 elementary schools for the 4th grade class.

 

14.       Recommendation:  Approve/Confirm curricular trips.

 

Belington Elementary School (2nd grade) to Meadowbrook Mall on December 18, 2007.

Belington Middle School (8th grade) to Fairmont State University on January 24, 2008.

Kasson School (8th grade) to Fairmont State University on January 22, 2008.

                        Philip Barbour High School (FFA) to Cedar Lakes on January 25-27, 2008.

 

15.       Recommendation:  Approve letter of agreement with Bowles Rice to provide legal services to the board on an as needed basis.

 

16.       Recommendation:  Approve building/ground modifications.

 

Philip Barbour High School – install tv mount on wall between shower door and office in boys varsity locker room.

 

17.       Recommendation:  Accept resignation/retirement of Ronald Holbert as custodian at Belington Middle School effective August 1, 2008.

 

18.       Recommendation:  Accept resignation/retirement of Daniel Norris as custodian at Volga-Century Elementary school effective December 1, 2007.

 

19.       Recommendation:  Approve an unpaid leave for Nancy Kelley, Teacher, for the period of January 23, 2008 through January 25, 2008.

 

20.       Recommendation:  Approve Alan Price as a substitute teacher. Employment is contingent upon clearance of any criminal convictions as defined in WV Codes §18-5-15c(d) and §15-2-24(d).

 

21.       Recommendation:  Terminate the employment of a substitute bus operator.

 

22.       Recommendation:  Employ Rhonda Stutler as a substitute bus operator. Employment is contingent upon clearance of criminal convictions as defined in WV Codes §18-5-15c(d) and §15-2-24(d).

 

23.       Recommendation:  Approve employment of the following personnel for the 2007/2008 school year. Employment is contingent upon proper certification and clearance of criminal convictions as defined in WV Codes §18-5-15c(d) and §15-2-24(d).

27.       Recommendation:  Approve extended sick leave for Elaine Gray beginning February 12, 2008 for approximately six (6) weeks.

 

28.       Recommendation:  Adopt Revised policy I-11, Student Grading System, on second reading.

 

29.       Recommendation:  First reading of New Policy I-11.1, Exam Exemption.

           

  1. Purpose: 

            Barbour County Board of Education believes that mid-term and final exams are an integral part of the learning experience and preparatory process for higher education, as well as providing information regarding mastery of the content standards.  Administrators, teachers and parents should stress the importance of taking examinations and encourage students to prepare appropriately for examinations. 

            The board also supports the notion that the possibility of individual student exemption from final examination encourages consistent student attendance in each class.   

             

  1. Definitions:

            Mid-term/ final examinations – a written assessment, comprehensive or otherwise, composed of a collection of those questions that appropriately measure the content standards and objectives, which were taught in a specific course, which will enable   the teacher of the course to determine individual student mastery of the curriculum.

            Final Exam Exemption – teacher determined individual student incentive that supports student attendance in all classes; individual students would not be required to take a specific final in a specific class if the EXAM EXEMPTION PROCEDURES

I – 11.1P criteria are met.

  1. The superintendent shall enact procedures that support mid-term and final examinations, and the possibility of exemption from such. 
  2. This policy, along with the EXAM EXEMPTION PROCEDURES I – 11.1.P shall be published annually in all middle school and high school student handbooks.

 

30.       Recommendation:  Approve/Confirm requests for professional leave.

34.       Recommendation:  Allow Sarah Harris to visit Belington Elementary, Belington Middle, Philip Barbour High School and the Central Office during her planning period and during non-school hours to gain field experience.

 

35.       Recommendation:  Employ coaches for Math Field Day for the period of November 2007 through March 1, 2008.

 

                        Jan Coffman – Kasson Elementary School
