The Barbour County Board of Education met in regular session at 5:30 p.m. on Monday, January 14, 2008, at the Belington Middle School, Belington, West Virginia.
Patrick Jones, President, presided; Brian Kisamore, Greg Nestor, Brad Robinson, Jr. and Jerry Phillips, Members, and Deede Lundeen, Secretary, were present. Mr. Jones called the meeting to order at 5:30 p.m. Mr. Phillips led the pledge to the flag.
A work session was held from 5:35 p.m. to 6:55 p.m. with Belington Middle School Local School Improvement Council, presenting information to the board.
The board recognized Belington Elementary School, Junior Elementary School, Kasson Elementary/Middle School, Mt. Vernon Elementary School and Volga-Century Elementary School as Title I Distinguished Schools.
A motion was made by Mr. Nestor, seconded by Mr. Phillips and passed five (5) to zero (0) to accept the addendum.
Mr. Robinson made a motion to approve minutes of the December 17, 2007 meeting. The motion was seconded by Mr. Phillips and passed five (5) to zero (0).

3. Recommendation: Approve the final total of the December 15,
2007 net payroll and related taxes and withholdings in the amount of $540,630.01.
4. Recommendation: Approve the final total of the December 28,
2007 net payroll and related taxes and withholdings in the amount of $803,800.98.
5. Recommendation: Approve payment of bills for the period of December
13, 2007 through January 9, 2008 at a total expenditure of $327,629.52.
6. Recommendation: Authorize the January 15, 2008 payroll for
all regular extended and special programs payroll and federal withholdings not
to exceed the amount of $770,000.00 to be released in accordance with Federal
Law.
7. Recommendation: Authorize the payment of utility bills due
before next board meeting not to exceed $12,000.00.
8. Recommendation: Approve final total of utility bills in the
amount of $26,365.84.
9. Recommendation: Approve/Confirm fund raising activity requests as submitted (all candy sales will be done outside school hours)

17. Recommendation: Accept resignation/retirement of Ronald Holbert as custodian at Belington Middle School effective August 1, 2008.
18. Recommendation: Accept resignation/retirement of Daniel Norris as custodian at Volga-Century Elementary school effective December 1, 2007.
19. Recommendation: Approve an unpaid leave for Nancy Kelley, Teacher, for the period of January 23, 2008 through January 25, 2008.
20. Recommendation: Approve Alan Price as a substitute teacher. Employment is contingent upon clearance of any criminal convictions as defined in WV Codes §18-5-15c(d) and §15-2-24(d).
21. Recommendation: Terminate the employment of a substitute bus
operator.

Barbour County Board of Education believes that mid-term and final exams are an integral part of the learning experience and preparatory process for higher education, as well as providing information regarding mastery of the content standards. Administrators, teachers and parents should stress the importance of taking examinations and encourage students to prepare appropriately for examinations.
The board also supports the notion that the possibility of individual student exemption from final examination encourages consistent student attendance in each class.
Mid-term/ final examinations a written assessment, comprehensive or otherwise, composed of a collection of those questions that appropriately measure the content standards and objectives, which were taught in a specific course, which will enable the teacher of the course to determine individual student mastery of the curriculum.
Final Exam Exemption teacher determined individual student incentive that supports student attendance in all classes; individual students would not be required to take a specific final in a specific class if the EXAM EXEMPTION PROCEDURES
I 11.1P criteria are met.
